I do think the prominence of tumblr and its god-awful comment culture has led to a weaker sense of community in many fandoms. Maybe if fandom moves back to DW and over to PF, which has a much better comment setup, we'll start seeing more old-school exchange activity where prompts get actually filled! I even saw people on PF talking specifically about working to cultivate a more active feedback culture.
